Bernard, in the time it takes the Home Office to approve a new email template, the private sector has built, launched, and pivoted three times. Speed of adoption is the competitive advantage. Which is precisely what the services pricing reflects -- the value of moving quickly with expert guidance.

I am saying nothing of the sort, Minister. I am merely observing that the market forces which have produced this particular pricing structure reflect a broader efficiency revolution that government cannot afford to ignore indefinitely. The
Starter Kit
alone would save a small department thousands.
